days ago on the strong recommendation of various people my Secretary of State decided to offer the appointment to Fr.P.".Johnston,C.P.E., who original- ly served in Hong Kong and was some years ago seconded, at the request of the Foreign Office, from the Colonial Service with a distinct reservation of

his claim to a career in that Service.

Johnston, as you no doubt know, after having served in Teihaiwel was seconded for Juty as Tutor to the mperor of China in 1919, a post which he held until 1925. Commissioner

Lockhart's reports show that he had a very high opinion of Johnston's qualifications,and these reports have been corroborated by those in this
